How to Choose HR and Payroll Software in the UAE: A 2026 Checklist

Spreadsheets work for a handful of employees. As soon as a UAE business has shifts, overtime, several branches or monthly WPS files, HR software saves time and prevents costly mistakes. But not every system is built for UAE rules. Use this checklist to compare options.

1. UAE payroll and WPS

  • Does it generate the WPS Salary Information File (SIF) in the format your bank or exchange house accepts?

  • Can it pay new joiners and leavers pro rata for part of a month?

2. UAE Labour Law calculations

  • Overtime at 125% and 150% on the basic wage.
  • End-of-service gratuity with the 21-day and 30-day rules, unpaid leave and the two-year cap.
  • Leave: annual, sick (full, half and unpaid days), maternity, parental and public holidays.
  • Final settlement including unused leave and notice pay.

3. Attendance that matches how you work

  • Support for the biometric devices you already own or plan to buy, with punches sent to the cloud automatically.
  • A mobile app with geo-fencing for field staff and multiple sites.
  • Night shifts, rotating rosters and Ramadan hours.

4. Multi-branch and multi-emirate

5. Data protection

HR systems hold sensitive personal data, including biometric data. Ask where the data is hosted, who can access it, how employee data deletion requests are handled and how the provider supports the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021).

6. Local setup and support

Implementation is where most projects succeed or fail. Ask who will import your employees, connect devices and check your first payroll, and whether support is available in your time zone.

7. Clear pricing

  • Is the price per employee or per company, monthly or yearly?
  • Which features are in each plan? Payroll, gratuity and reports are sometimes only in higher plans.
  • Are device integration, mobile apps and onboarding included or extra?
  • Is VAT included or added?
