WPS in the UAE: How Monthly Salary Payments Work for Employers

The Wage Protection System (WPS) is the electronic salary payment system run by the UAE Ministry of Human Resources and Emiratisation (MOHRE). It lets the ministry confirm that private-sector employees are paid in full and on time. This guide explains how WPS works for employers and how to avoid the problems that delay salaries.

Who must use WPS?

Establishments registered with MOHRE must pay their employees' salaries through WPS, using an approved agent: a bank, an exchange house or another authorised financial institution. Some free zones run their own rules, so check with your free zone authority if your company is licensed there.

How WPS works, step by step

  1. Register with a WPS agent. Your bank or exchange house sets up your establishment for WPS using your MOHRE establishment ID.
  2. Prepare payroll. Calculate each employee's salary for the month, including overtime, allowances, deductions and leave.
  3. Create the Salary Information File (SIF). The SIF lists one record per employee (EDR) and one control record (SCR) with the totals.
  4. Fund and upload. Transfer the total salary amount to your agent and submit the SIF.
  5. Salaries are credited. The agent pays each employee's account or salary card and reports the payment to MOHRE.

What is inside a SIF file?

A standard SIF is a comma-separated file. Each EDR line holds the employee's 14-digit MOHRE person code, the agent routing code, the account or IBAN, the pay period dates, days paid, fixed and variable income and leave days. The SCR line holds the 13-digit employer ID, the employer's bank routing code, the file date and time, the salary month, the number of EDR lines and the total of all salaries.

Why salary files get rejected

  • The SCR record count or total salary does not match the EDR lines.
  • An employee ID is not 14 digits, or the same employee appears twice.
  • A routing code is not 9 digits, or an IBAN is invalid.
  • Dates are in the wrong format, or the pay start date is after the end date.
  • The employee is not registered to your establishment in MOHRE records.

The first four are format problems that a validator catches. The last one is a data problem: keep employee records in your HR system in sync with MOHRE whenever someone joins, leaves or transfers.

Paying on time

Salaries must be paid on the due date set in the employment contract, and at least once a month for monthly-paid staff. MOHRE monitors WPS payments, and establishments that pay late or do not pay can face administrative measures, such as restrictions on issuing new work permits. Build your payroll calendar backwards from the pay date so that approvals, funding and upload all finish in time.

Good WPS habits

  • Lock attendance and overtime a few days before payroll so late changes do not delay the file.
  • Keep basic salary and allowances in the HR system up to date; they drive overtime, leave pay and gratuity.
  • Pay new joiners pro rata for the days they worked in their first month, and leavers up to their last day.
  • Validate every SIF before upload, and keep a copy of each file and the agent's confirmation.
